The process to rent a car was easy, pick a car, time, and duration, and your done. However, when I got to the Budget counter at Union Station, at the scheduled time. I was told that the car I had reserved was not ready, it would take 20-30 minutes. But if you want, you can pay for an upgrade, if you want to get the car, you scheduled for. I thought the idea of reserving meant, it should be ready, it was not. The sad part of the story was, there was a family from Europe talking to the other agent, wondering why their reservation was not ready and why it would take an hour to get the car of their choice. Terrible organizational behavior, with no concept of customer service.

The price was great. The reps were very friendly and courteous. The car wasn't as clean (inside and out) as it could have been. This area can use improvement.

They charged additional $20 concession fee for this location.
