Difficulty to contact the agency for a modification

I do not understand how is it that we can have such a sharp & professional service and not have a system that includes billing. I can not wait to get a service bill

After waiting in line for a long time and getting a hard-sell for insurance we did not need, the clerk told us to go down to the garage and his associate would be waiting for us with the key. When we got down there, no one was around. Waited for about 15 minutes and then returned to the Herz office. The associate was there--said he must have passed us by--and gave us the key. Why was this necessary? When we got into the car, another woman was searching for help just as we had. We recommended she return to the counter. Should have recommended that she choose another rental place. We also were given no instructions on where to return our car in Grenoble. Had to go into the office at the train station and find out from them. It would have been simple to have given us an address when we rented the car, as the folks in Grenoble were doing.
