Extremely long wait at Payless. They share a pool of cars with two other providers and overbook. Waited in line for over an hour. The car was fine and the drop off process was easy.

When we arrived at the counter there was a long line. We waited for almost 30 minutes before After waiting for 30 minutes in line, someone let us know that they had no cars available. They said it would be a 30 min to one hour wait per person. I called CarRentals.com and they said the only thing they could do is to cancel the reservation. This wasn't going to improve my situation. I waited for a car to become available. It was a bigger car than I had reserved. The counter representative said I would have to pay the extra cost even though they had no inventory. I asked him why since no cars were available and that was their responsibility. He basically said that there was a long line of people waiting for cars and I could either pay the higher amount or he would give the car to someone else while I continued to wait for a car to come in that is the size of my reservation. He also said that its not unusual for them to run out of cars. So, Payless knows they don't maintain the inventory they need to satisfy demand and then they strong-arm customers with reservations after making them wait for hours. It doesn't get much worse than this.
