Staff a bit unenthusiastic but everything went smoothly

I booked with budget through a third party website who is authorised to hire vehicles for budget, I paid for additional insurance, when I arrived to pick up the vehicle the first thing the girl said was are you paying the $4500 excess or do you want to buy insurance to reduce that, I was a bit shocked, I told her I had already purchased additional insurance, she said if it’s through a third party it doesn’t count and if I had an accident I would have to pay them $4500 and then make a claim to get it back through the other company. To be safe I paid an extra $100 for two days cover, then after signing she pushed a sign in front of me that showed a list of additional things we weren’t covered for, roof damage, under body damage and we couldn’t drive if it snowed or even if it had snowed and then the roads were cleared. All these things should have been disclosed when booking and they should have been made clear to the customer before signing and finalising, even if it is through a third party sight they are still authorised by Budget to take bookings on their behalf so Budget should make sure everything is above board.
