I would not recommend Avis at Willard airport. It took 90 minutes to get into a car due to poor quality of cars; smelled like smoke, filthy, and mechanical issues. The fourth car they selected ended up with mechanical issues as well. I rent extensively and I’ve never had problems to this extent.
